AGLISS
CONSTITUTION OF THE ASSOCIATION OF GRADUATE LIBRARY AND INFORMATION SCIENCE STUDENTS OF THE CATHOLIC UNIVERSITY OF AMERICA
ARTICLE 1: NAME OF THE ASSOCIATION
Section 1.1 The name of this organization shall be the Association of Graduate Library and Information Science Students, also known as AGLISS.
ARTICLE II: PURPOSE OF AGLISS
Section 2.1 The purpose of AGLISS shall be to further the academic, intellectual, professional and social interests and relationships of the membership; and to generally enhance the experience of the graduate students in the School of Library and Information Science at the Catholic University of America. To this end, the proper functions of AGLISS shall include, but shall not be limited to: sponsoring speakers, films, discussion sessions, professional development seminars, other presentations, and field trips of interest to its members; publishing a newsletter for its members; purchasing printed and electronic publications and/or subscriptions of interest to, and for the use of the entire membership; hosting a variety of social events, including picnics, parties and receptions; purchasing equipment and supplies to support the programs, activities, events and facilities it offers its members.
Section 2.2 AGLISS shall represent the interests of its membership and present a unified voice to the School of Library and Information Science administrators, faculty and staff, to the Graduate Student Association, and to the Catholic University of America community at large.
Section 2.3 AGLISS shall work to bring about increased communication between its members and the administrators, faculty and staff of the School of Library and Information Science, especially as regards curriculum objectives.
ARTICLE III: MEMBERSHIP IN AGLISS
Section 3.1 Membership in AGLISS is limited to graduate students who are registered in the School of Library and Information Science at the Catholic University of America.
Section 3.2 All registered graduate students in the School of Library and Information Science at the Catholic University of America are automatic members of AGLISS.
ARTICLE IV: ADMINISTRATION OF THE ASSOCIATION
Section 4.1 There shall be four elected officers of AGLISS: President, Vice President, Secretary, and Treasurer.
Section 4.2 These four officers shall constitute the Executive Committee of AGLISS.
Section 4.3 The members of the Executive Committee shall work together as a team to carry out the normal administrative functions of AGLISS, including, but not limited to, holding meetings, overseeing nominations and elections of new AGLISS officers, appointing non-elected AGLISS representatives to the Graduate Student Association, preparing budget, overseeing the planning and production of AGLISS events and activities other than meetings, and maintaining records of AGLISS correspondence and accounts.
Section 4.4 The President shall specifically be responsible for presiding at all meetings, for serving as official AGLISS representative to faculty meetings, for representing AGLISS in the orientation program for new students, for acting as an ex-officio member of all committees, and for overseeing the functions of the other members of the Executive Committee.
Section 4.5 The Vice President shall specifically be responsible for assuming the duties of the President in case of emergency, for publicizing all meetings, and for coordinating the reports of the AGLISS representatives to the Graduate Student Association and advising the President of GSA business affecting AGLISS.
Section 4.6 The Secretary shall specifically be responsible for recording the minutes of each meeting and making them available to AGLISS members prior to regular meetings, and for maintaining the records of incoming and outgoing AGLISS correspondence.
Section 4.7 The Treasurer shall specifically be responsible for keeping accurate records of funds received from all sources, particularly those funds credited to the AGLISS account by the Treasurer of the Graduate Student Association, as its rebated portion of the Mandatory Student Program Fees; and for supervising the disbursement of AGLISS funds.
Section 4.8 In the event of the resignation of a member of the Executive Committee before the expiration of her/his term in office, the other members of the Executive Committee shall appoint an AGLISS member to fill the position and complete the term of office.
ARTICLE V: SUFFRAGE AND ELECTIONS
Section 5.1 Every member of AGLISS shall have the right to vote in the election of all AGLISS officers and AGLISS representatives to the GSA Board (except as provided for in Section 4.8 and Section 6.2), and upon all questions that may be submitted for a general AGLISS vote.
Section 5.2 It shall be the responsibility of the Executive Committee to provide for the nomination of new AGLISS officers and two new AGLISS representatives to the GSA Board at least four weeks before the end of each spring semester.
Section 5.3 It shall be the responsibility of the Executive Committee to draw up ballots and arrange for election of new AGLISS officers and two new AGLISS representatives to the GSA Board at least two weeks before the end of each spring semester. Voting shall run for not less than one (1) week after the preparation and distribution of the ballots.
Section 5.4 AGLISS officers and two AGLISS representatives to the GSA Board shall be elected by secret ballot of the AGLISS members for a term of twelve (12) consecutive months, said term to commence with the first day of the first summer session at the School of Library and Information Science.
Section 5.5 Election to office shall be determined by a plurality of votes. In the event of a tie, a run-off election shall be held within one week.
ARTICLE VI: REPRESENTATION TO THE GRADUATE STUDENT ASSOCIATION
Section 6.1 The number of AGLISS representatives to the Graduate Student Association Board shall be determined according to the formula in Article 3, Section A, Point 2, of the Constitution of the Graduate Student Association of Catholic University.
Section 6.2 AGLISS members shall elect two (2) representatives to the GSA Board in the spring when the AGLISS officers are elected. The balance of the AGLISS representatives to the GSA Board shall be appointed by the Executive Committee at the beginning of the fall and the spring semesters.
Section 6.3 At least one AGLISS representative to the GSA Board shall be a member of the AGLISS Executive Committee.
Section 6.4 All AGLISS officers are automatically alternate AGLISS representatives to the GSA Board and are expected to attend GSA Board meetings when the regular representatives are not able to do so.
ARTICLE VII: MEETINGS
Section 7.1 The Executive Committee of AGLISS shall meet at least once a month. These meetings shall be open to all AGLISS members. Additional meetings may be called by agreement of a majority of the members of the Executive Committee. Additional meetings at which the Executive Committee must be present may be requested by a signed petition of ten percent (10%) of the AGLISS membership.
Section 7.2 Notification of the time and place of meetings of the AGLISS Executive Committee must be conspicuously posted in the AGLISS lounge and in the library science library in Marist Hall at least one week in advance of the meetings.
ARTICLE VIII: COMMITTEES
Section 8.1 When deemed necessary or desirable for the conduct of AGLISS business, special committees may be established with the consent of the AGLISS President.
ARTICLE IX: RATIFICATION AND PROVISION FOR AMENDMENTS
Section 9.1 For ratification of the constitution, it shall be necessary that fifteen percent (15%) of AGLISS members vote, and that a majority of those voting approve the constitution.
Section 9.2 The constitution may be amended at any general meeting of AGLISS, provided that the amendment shall have been submitted at the last general meeting of AGLISS in writing, and that the amendment shall have the approval in writing of fifteen percent (15%) of AGLISS members.
